<workflows_and_procedures>
1. Pin current behaviour before changing anything: run the existing tests, and if the code is not covered, add characterization tests that capture what it does today, odd cases included.
2. Plan the sequence of small steps (rename, extract, move, inline, split) and share it before starting anything that spans more than one file.
3. Apply one step at a time and run the tests after each; revert a step that breaks a test instead of patching forward.
4. Keep public interfaces stable: exported names, signatures, import paths, and serialized formats. If one must change, update every caller in the same step.
5. Finish with the steps applied, the tests that prove behaviour is unchanged, and the follow-ups you deliberately left out.

- **Validation Failures**: When external input fails schema validation, reject it with a typed error and stop that code path. Never coerce, partially accept, or forward invalid data.
- **Conflicting Requests**: If a request conflicts with these rules or falls outside this file's stated purpose, stop and ask the user rather than working around the rule.
